Richard C. Lightner III is an ARCSA AP Florida Regional Representative, US Green Building Council LEED BD+C and Florida Green Building Coalition Consulting Certifying Agent for Bronze through Platinum Homes and Rainwater Harvesting Systems. He has restored Homes and Guesthouses in the Historic District of Key West since 1978. The First Cistern was 6,000 gallons beneath an 1886 Duval Street Conch House.

Most recent are the Cisterns beneath the new Key West City Hall to be restored from the Historic 1923 Glynn Archer School. Built 83 years ago and sealed for the last 54 until July 1st, its 43,000 gallon Cisterns will be back in use by fall 2015.

The Largest System designed collects 2.5 Million Gallons yearly. Residential systems were 1,500 to 40,000 Gallons built in Florida, the Keys, Star-Island Miami Beach, the Caribbean and South America.

The typical system built in Florida and the Keys is 5,000 gallons allowing the occupants to be entirely off the water grid, safely drinking the water and having a net-0-water use with no water bill.

Global Warming raising the Oceans Sea Levels, Contamination of the Worlds Water and the Sustainability of the Planet is now dependant on the ability of each individual to think "intergratively" to solve these Environmental Crises.
